Update, I was successfully able to remove the broken stem from the base. The threads looks good and appear to have no marring. I'll go ahead and order a binding screw to test.

It appears that Numrich does indeed have bottom plates for sale, though I'm hesitant to replace the entire bottom plate if I do not need to. Especially for a reproduction part.

I do however need to research which variation sight knob is correct for this model. Would anyone have any insights?
