My advice was a metal turning rod and no abrasive coarser than 400-grit, so good luck with your setup - hoping you don't jam and break the wooden dowel and/or ovalize the chamber with the 320-grit. Proceed with care and you might be OK.

Try polishing the chamber with a setup as pictured below. Turn the slit rod with a hand-held power drill, using plenty of light oil on the abrasive. Don't over-do; doesn't normally take much. Nothing coarser than 400 grit to start - then finish with something finer. Clean chamber and bore thoroughly...

"Short stroke" is one accepted term for bolt not coming back far enough to pick up next round.
Causes?
- Rifle held loosely
- Insufficient lube.
- Dirty.
- Not enough powder. (Most likely since 45 grains 4895 is pretty mild load.)

This business of the CCI #34 having a thicker cup is internet myth that won't go quietly. An actual and demonstrable difference is that the #34 has a shorter anvil than other CCI L-R primers.
