The only reduced loads I have seen for the Krag with jacketed bullets were using SR4759, which is unfortunately discontinued . There is a lot of data with other rifle powders but these will be closer to full power loads. Cast and jacketed data is different, even a hard cast bullet only has a Brinnel...

Suggest a bottom pour, a bit faster and no handling dippers full of lead each casting session. You will also need some way to size and lube the bullets. Not all dies are created equal, have a similar problem with two M70 Winchester 243 rifles. Brass FL sized in an RCBS die will not let bolt close on one of the rifles. Have been using 10.2 grs of Blue Dot with the NOE 311284 in my 1894 sporter. Accurate enough for my eyes, and easy on brass and my shoulder. No idea how fast it is movng but not sub sonic.

The advantage to neck sizing is less working of the brass along the side walls. The references to not using blanks for reloading are particular to USGI 30/06 ammo, not sure if 30/40 was included. Only thing to watch is how much you are sizing the case, if your dies are minimal dimension full length sizing is needlessly working down that bulged area and can cause a lot of work hardening and speed the failure rate of the brass. IIRC the Lee whack a mole set only neck sizes so won't matter, but...
