No, you cannot tell from the number, but that is WELL after they started marking carbines "Model 1899", so, THAT will tell you, infallibly. If it is marked "Model 1898" it was originally a rifle - if "Model 1899" it was a carbine.

I believe the modern, and extremely strong, Ruger #3 Carbine, introduced in the 1970s (?) as a lower-priced alternative to their top-of-the-line #1 single shot, was originally chambered in .30-40 Krag, as well as .45-70. I do not know if it is still in production.
