When they're no longer usable. Could last indefinitely with occasional neck anneal.

Here's a fairly easy way to count non-standard threads using just a camera and a computer. Example shows Krag rear sight screw.

I can say from experience that they are pretty easy to make with simple tools. Steel packing bands are a practical and effective source of raw material, easily cut and formed to fit. A US Krag carbine in good condition should hold 5-shot groups under 6 inches benchrest at 100 yards with decent ammunition and a competent shooter.
