River otter, HMMM. Never heard anything negative about them. Native creatures that belong there? I have seen some documentaries on sea otters, they seem to be cute, funny, and I remember nothing negative about them either. Maybe the clams they eat might complain a little.

If all is good one by itself cannot rebuild the population. Looks like it may need some help.

There is a native snake here called the indigo. Pretty color and do not eat anything valuable. Probably help control rodents. I have never seen one in the wild even though they are supposed to be native to this San Antonio river valley. I think early settlers did not like them eating their chickens or something then they were caught to sell because of their pretty color. I would be glad to see them come back even if I had chickens.
