The soldiers, posing in Philippine artillery battery, appear to have U.S. model 1892 Krag rifles with cleaning rods.

Here are some U.S. soldiers serving in Cuba (1898), in readiness at San Juan or Kettle Hill, also armed with early model 1892 rifles.

Those don’t look like carbines — can’t be Roosevelt’s Rough Riders.
