Others will verify, but I believe the operation of the cutoff was reversed between the 1896 and the 1898. I don't know if a 96 cutoff would fit in a 98, but it would operate backwards regarding "on" being up or down.
Numrich has the 98 cutoff listed for $35. DeChristopherMilitaria lists them for $20.
I think on one of my sporters the spring and plunger had come unstaked. To this day I am amazed I got it all back together.
Troubleshooting new 98 Krag
Re: Troubleshooting new 98 Krag
Shaft on the '96 is longer. '98 will fit '96 but not the other way around.

Re: Troubleshooting new 98 Krag
The hole for the cut-off spindle (shaft) on the Model 1898 Krag action is 1/2" shallower than on the Model 1896 action. The shaft on the 1896 cut-off is 1/2" longer than on the 1898 cut-off. An 1896 cut-off could be altered to work on an 1898 Krag action by shortening the shaft 1/2", but there is no point in doing this, since the 'right' part is not hard to obtain.
