What does the "cut off assembly" do? :-[ Does it serve the same purpose as the one on the 03A3?

The cutoff, when engaged, prevents cartridges from feeding from the magazine. It allows the soldier to select between single fire or using the magazine as an emergency ammo supply.
It was a common feature (by different mechanisms) in the first and/or second generation magazine feed rifles of most nations. Most Armament Boards of the day were concerned that if you gave soldiers a lot of bullets to shoot, the durn fools would shoot them - good guess!
