"Consternation", comes to mind .... or a new word, "Bubbultimate".

The rifle is strange enough, but that belt is so 'over-the-top' that I almost cannot believe it - clearly something only a pimp would appreciate, to go with his lavender and chartreuse 1975 Cadillac with ermine and leopard upholstery.
No personal affront to the OP, but I would give that rig a decent burial at sea.

Could the culprit be a 1920s gun toting Mexican war lord associate of Pancho Villa?
It is interesting in a bizarre way. It will haunt my dreams. You've got to admit a lot of work went into the belt.
What is stamped on the receiver?

I also thought Pancho Villa & Associates. Does the tube sight have any glass lenses? Maybe a J. W. Sidel scope?

Looks like almost the same setup as your other "target" sporter. Again... way tooooooo much going on there to appease me. I bet it weighs a ton too with all of that leather attached!

Might be a bit flashy, but it is high quality, the belt I mean. One could dress up in Mexican garb for Camp Perry, but likely not this one. Sombrero would be nice if it rained though.
