Your Norwegian rear-sight base is very securely attached to the barrel. Temporarily removing the sight 'leaf' could allow the base to be used with a 'scout-mount'.
It is likely that you have a 'filled' tapped-hole on the top of your barrel, a few inches in front of the sight-base, (in the green circled area).
This might be utilized as an additional mount 'anchor point'.
There are some inexpensive "scout scope-mounts" available, that attach to Mauser and Mosin rear-sight bases and use Weaver style scope-rings. It is likely one of these mounts could be modified to attach securely to your Norwegian sight-base.
An aluminum 'picatinny rail' might also be altered to securely attach to your sight-base, with a cross-pin and 'tension screws'.
Coupled with an inexpensive shotgun 'long eye-relief' scope, you could have a handy rig.
