Your sight is showing 2 of the 3 'C's' for a M1901 rear sight. The third 'c' is on the slide and is tiny. It's probably there, but I wouldn't loose any sleep over it. The 1901 is the most common sight used for the 1898 carbines that were 'upgraded' by the Arsenal in 1900 and 1901. Your hand guard is correct and a nice one to have, too.
