This photo taken at the Presidio (San Francisco) in 1898 poses a bit of a 'situation riddle'.
'Mr. Two Hats', in addition to balancing his dual headgear, is gingerly carrying his hot plate of food on top of his tin coffee cup.
Maybe the gloved hand indicates he is taking a work-break?
The 'pipe smoker' seems to be gawking or glaring at 'Two Hats'.
Maybe he is missing a hat or there was line hopping involved or he was just taken aback by the photo shoot?
Interesting snapshot in time.

Doesn't look like that to me. Pipe smoker and Shorty are both looking at the camera.
